Let's say the subjective norm of complexity is that what a reasonable person can be expected to make in a reasonable amount of time using reasonable tools. If you'd give that complexity a value of 1.0, then this image would be a 1.1. You can still see and imagine how to go about making an image like this, it would just take a lot of time. It's a lot of repetition, but not that complex. A collage of small typographic configurations that look like they're clippings from magazines - pieces of design anyway.
